Progress was made at the first phaseof the sixth round of six-party talkson the North Korean nuclear issueon March 19-22, when the relatedparties discussed the implementa-tion of the "initial actions." A recess iscalled and talks will be resumed "at the ear-liest opportunity" to continue to discuss andformulate an action plan for the next phase.
