亚太经社会发起灾害风险管理地理信息系统网上平台,以加强亚太地区灾害复原力

  2015年8月28日 联合国亚太经济和社会委员会今天在一份新闻公报中指出,该机构发起一项新的灾害风险管理网上电子学习平台,以帮助亚太地区各国,特别是灾害多发国家,加强复原能力建设,以从灾害中早日恢复。
  公报指出,该机构此次这次发起的“灾害风险管理地理参考信息系统”网站提供了先进的网上课程,包括空间技术以及早期预警和多灾害评估地理信息系统的运用。联合国副秘书长兼亚太经社会执行秘书阿赫塔尔指出,过去45年里以来,亚太地区发生自然灾害使该地区60亿民众受到影响,200多万人死亡,造成的经济损失高达1.15万亿美元。他强调,灾难管理需要多层面地展开,汇集来自不同渠道的相关信息,将空间数据与现有的社会经济数据结合起来,以帮助各国做出更加明智的决定,以挽救更多人的生命。
  28 August 2015 The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) released a statement and said that they have launched an innovative new online e-learning platform on disaster risk management to help countries in the region – the world’s most disaster prone - build their capacities to withstand, adapt to and recover from natural disasters.
  The Geo-referenced Information Systems for Disaster Risk Management (Geo-DRM) portal offers state-of-the-art courses on space technology, along with Geographic Information System (GIS) applications for early warning and multi-hazard risk assessment. United Nations Under-Secretary-General and Executive Secretary of ESCAP, Dr. Shamshad Akhtar, said that over the past 45 years, natural disasters in Asia and the Pacific have affected 6 billion people, led to more than 2 million deaths and caused major economic losses totaling US$1.15 trillion. She stressed that disaster management required a multi-disciplinary approach, collating and consolidating information from various sources, incorporating spatial data into existing socioeconomic data. These would help governments to make more informed decisions, ultimately saving more lives.
